Samsung phones have a known issue with TalkBack engine that causes the devices to start speaking when any accessibility service is enabled.
Unfortunately the only way to get rid of it is by disabling TTS completely.
Go the Android Apps settings –> All Apps -> Samsung TTS engine -> Disable, then choose Google Text-to-speech engine -> Disable.

Samsung S4/Note3 don't allow users to disable TTS engine, here's a dirty workaround:
Install 3rd part TTS Engine like "Classic Text-to-Speech", DO NOT install any language pack, then change it to be your default TTS engine on Android Device Settings -> Language and Input -> Text-to-speech output
